53 representatives of Cities for Action municipalities gathered in Seattle to share best practices in building pro-immigrant policies and programs
Mayor Jenny A. Durkan welcomed the Cities for Action (C4A) National Convening to Seattle and praised the work of the coalition in countering the Trump administration’s almost weekly attacks against immigrant and refugee communities.
“In New York Harbor, the Statue of Liberty stands tall and holds a torch that lights the way. And it proclaims: ‘Give me your tired, your poor, your huddled masses yearning to breathe free.’ I’m proud to host this Cities for Action convening in Seattle, so we can work to uphold the fundamental values on which the promise of America is built,” said Mayor Durkan. “Every day, it seems we wake up to new cruel and hateful policies from this president. Too many people have been hurt. We must and will fight the president’s anti-immigrant and anti-family agenda – and we will win.”
On Monday, over 50 attendees from 32 cities and counties shared expertise and best practices to help local governments launch immigrant-inclusive programs. Panels and small group discussions focused on language access initiatives, activating networks to rapidly respond to anti-immigrant federal actions, and Census 2020 outreach and engagement plans.
The national coalition Cities for Action (C4A) organized the one-day convening, which took place at Seattle City Hall. C4A consists of nearly 200 U.S. mayors and county executives united around the mission of “advocating for pro-immigrant federal policies and launching innovative, inclusive programs and policies at the local level.” Hosted by the City of Seattle Office of Immigrant and Refugee Affairs (OIRA), OIRA staff worked closely with the New York City Mayor’s Office of Immigrant Affairs (MOIA) to organize this sixth national gathering. New York City is one of the founding municipalities of C4A.
“We are proud to open our doors to local leaders from across the country and help lead the fight against President Trump’s xenophobic and hateful immigration policies,” said New York City Mayor Bill de Blasio. “It is an honor to collaborate on Cities for Action’s mission of furthering pro-immigrant federal policies and creating stronger, more equitable cities for all.”
Participants also discussed how municipalities can come together to advocate for pro-immigrant federal policies that contribute to dynamic cities and a strong national economy. The morning sessions focused on summarizing current federal policies that seek to penalize immigrants with low incomes and how these policies manifest at the local level. Attendees also looked ahead to future issues, such as the fall Supreme Court hearing on the Deferred Action for Childhood Arrivals (DACA) program.
Earlier this year, OIRA director Cuc Vu and MOIA commissioner Bitta Mostofi traveled to Washington, D.C. to represent C4A and to talk with Congressional leadership about how cities can play an important role in supporting legislation beneficial to new Americans, such as comprehensive immigration reform and a pathway to citizenship for DACA-eligible immigrants.
“We are proud to host this convening in a city that has benefitted so much from immigrant and refugee residents,” said OIRA director Cuc Vu. “The leaders of C4A cities like Seattle, New York, and San Francisco know that policies, which welcome and help immigrants are not just the right thing to do, but also make good business sense. It is no coincidence that C4A municipalities are significant drivers of both innovation and the U.S. economy. And cities all over the U.S. are recognizing the value of welcoming new Americans, which explains the rapid growth of Cities for Action since its inception.”
OIRA is currently working on expanding the City’s language access program and has recently filed several public comments against several federal rule changes that will likely have devastating impacts to local immigrant and refugee families. The dialogue and information sharing from this conference will inform both current programming and next year’s strategic plan.
“This gathering, in a city that has been a beacon of hope for immigrants, brings together welcoming, inclusive cities at a time when the federal government is doing everything in its power to create fear in our immigrant communities and tear families apart,” said MOIA Commissioner Bitta Mostofi. “We are proud to gather with C4A leaders, like Mayor Jenny Durkan and OIRA director Cuc Vu, who celebrate and promote the invaluable economic and cultural contributions immigrant residents make to our cities.”
Last year, Cities for Action and the Lumos Foundation teamed up to compile the stories and best practices of how local governments actively responded to the 2018 U.S. family separation crisis. C4A municipalities continue to oppose the indefinite detention of families, the Muslim travel ban, increased deportations, and more. Also, over 50 C4A members participated in a “public charge” week of action by submitting comments to the Federal Register in December 2018, joining a national tele-town hall, and raising awareness about the proposal through social media. The City of Seattle continues to oppose Trump’s now final public charge rule change and supports Washington State’s litigation against this cruel policy.

The initially named “Cities United for Immigration Action” launched in December 2014, when two dozen mayors gathered in New York City to commit to a set of principles and actions that support and uplift immigrant residents. 關於 Cities for Action（行動城市）
