Partnership will Provide an Estimated 400 Seattle Community Members with Free Transportation to Their Naturalization Interviews
The City of Seattle has secured a partnership with transportation network rideshare companies Lyft and Uber and local immigrant-serving nonprofits to help naturalization applicants overcome a recent Trump-era obstacle to citizenship. This new partnership will provide an estimated 400 Seattle community members with free transportation to their naturalization interviews.
In June of this year, U.S. Citizenship and Immigration Services (USCIS) announced that Seattle-area immigrants applying for citizenship would have to travel hours away to offices in Yakima, Washington, and Portland, Oregon, for their naturalization interviews and even oath ceremonies. Previously, applicants could participate in these steps at the USCIS Seattle Field Office in Tukwila. USCIS implemented the policy despite strong opposition from nonprofits that provide naturalization services to low-income residents. Currently, Seattle-area immigrants face wait times of 16 to 18.5 months for their applications to be processed.
Seattle Mayor Jenny A. Durkan, the City’s Office of Immigrant and Refugee Affairs (OIRA), and other immigrant activists feared that this new federal hurdle would impose an undue burden on people seeking to become American citizens, especially people who are differently abled and elderly immigrants.
After USCIS’s June announcement, OIRA reached out to transportation providers across the region, and Lyft and Uber have committed to help.
“Redirecting citizenship applicants to offices over three hours away appears to be yet another brick in the ‘Second Wall’ of the Trump administration’s anti-immigrant agenda – for low-income applicants without their own reliable transportation, and for the organizations that typically accompany them to interviews,” said OIRA director Cuc Vu, herself a naturalized citizen. “USCIS could have just paid attention to the past 20 years of Seattle’s immense growth and proportionately increased Seattle Field Office staffing. Instead they appear to prefer dissuading people from becoming new Americans.”
“At Lyft, we have an incredibly diverse community of riders, drivers, and employees, and are dedicated to upholding our commitment to inclusivity. That’s why over the past few years, Lyft has supported dozens of immigration groups across the country focused on building and protecting an inclusive immigration system,” said Todd Kelsay, Lyft Pacific Northwest Regional Director. “We are proud to partner with the City of Seattle and OIRA to eliminate transportation barriers for USCIS naturalization applicants and remove an undue burden of the application process.”
Nathan Hambley is Uber’s Northwest Communications Manager. “Uber is committed to supporting policies that help promote diversity and inclusion, and we are proud to partner with the City of Seattle and OIRA to help naturalization applicants get to their interviews.”
To assist eligible green card holders who lack resources to travel several hours away for their interviews, Lyft and Uber are each donating $10,000 to support:
- The purchase of train or bus tickets for immigrant applicants, or
- To subsidize mileage costs for applicants, or
- For community-based organization staff accompanying applicants to interviews.
Lyft and Uber are also each providing 700 unique $10 ride codes, which can be used for rides to and from the bus or train station in Seattle and between the station and the USCIS office in Portland and Yakima. OIRA is distributing these funds through 20 existing community-based partners in the New Citizen Campaign (NCC) and New Citizen Program (NCP). Both services focus on helping vulnerable Seattle area residents become U.S. citizens.
The first applicant to utilize this travel fund was a client of the community-based organization Refugee Women’s Alliance (ReWA), who took her first trip to Portland from Seattle at the end of August.
“It is absolutely outrageous that the federal government is placing so many obstacles in the pathway to the American Dream for so many families,” said ReWA executive director Mahnaz Eshetu. “But it is also absolutely inspiring to see local governments, private companies, and nonprofits coming together to eliminate these issues in the short term. Seattle truly is a welcoming city. And ReWA is proud to continue supporting immigrants and refugees as the federal government tries to scapegoat them and divide us.”
A longtime OIRA organizational partner, ReWA offers a full array of wrap-around services, including naturalization assistance, to help immigrant and refugee families become self-sufficient and succeed.
In April of this year, Mayor Durkan led a coalition of mayors of welcoming jurisdictions across the country in publishing a letter calling on President Trump to stop his baseless attacks on immigrants and to reform our broken immigration system. In addition, OIRA has long focused on the Trump administration’s continued efforts to create new obstacles for legal permanent residents attempting to become U.S. citizens. The City of Seattle has been a member of the nationwide “Tear Down the Second Wall” campaign led by the National Partnership for New Americans. The “Second Wall” refers to ongoing anti-immigrant actions and policies by both the Trump administration and USCIS that act as a barrier to citizenship.

Mayor Jenny A. Durkan and Councilmember M. Lorena González today welcomed the City Council’s vote to approve their joint resolution in support of the American Dream and Promise Act of 2019 (H.R. 6). If passed by the United States Congress and signed into law by the President, the Dream and Promise Act would provide a pathway to citizenship for people who have Deferred Action for Childhood Arrival (DACA), Temporary Protected Status (TPS), or Deferred Enforcement Departure (DED).
The joint resolution supports legislation from House Democrats led by Congresswomen Roybal-Allard, Velasquez, and Clarke and is currently in the House Judiciary Committee. The resolution specifically supports permanent protection and a path to citizenship for immigrant youth, including those with DACA status, and TPS and DED holders, recognizing the contributions of the over 17,200 Seattle-region residents who would be protected under the bill’s provisions.
“Too many of our immigrant neighbors have been living with uncertainty and fear. These workers, entrepreneurs, and innovators have devoted years of their lives to help strengthen both our great city and country. They’ve raised families, volunteered for their communities, and are part of the fabric of our City,” said Mayor Durkan. “We need Congress to find a solution that protects a place in our City for these community members’ hard work, keeps families together, and makes our communities safer. The American Dream and Promise Act of 2019 would do just that.”

The DREAM and Promise Act is necessary legislation, long overdue, and most importantly, the right thing to do for our DACA-mented, TPS, and DED neighbors in our communities. It has been nearly three decades since Congress has taken meaningful action to reform our country’s immigration system. In April 2019, Mayor Durkan led a letter to President Trump calling on him to take three key steps to address this country’s broken immigration system:
- Address the humanitarian crisis at the border with increased resources to process asylum claims, including more immigration judges to adjudicate cases and address the current backlog;
- Abandon the ill-advised and unlawful effort to transform local law enforcement agencies into federal immigration officials; and
- Work with Congress to pass the American Dream and Promise Act now.
The City of Seattle, through the Office of Immigrant and Refugee Affairs (OIRA), supports DACA youth and their families. Under Mayor Durkan’s leadership, City of Seattle investments have supported over 50 community education events, along with outreach and education to over 5,300 people about their rights regarding DACA, and has helped fund over 400 individual consultations for legal relief, family separation planning, and DACA fee assistance.
Immigrants account for more than 18 percent of our population. Twenty-two percent of the Seattle population speaks a language other than English at home. Between 2000 and 2014, Seattle’s immigrant population grew 20 percent, as compared to 14 percent for the total population.

Lyft 和 Uber 還各自提供 700 份獨特的 10 美元乘車兌換碼，可用來搭車往返於西雅圖市的巴士站或火車站，以及車站與波特蘭和雅基馬 USCIS 辦事處之間。OIRA 將這些資金在 New Citizen Campaign（NCC，新公民活動）和 New Citizen Program（NCP，新公民計劃）中現有的 20 個社區合作夥伴間分配。這兩項服務都專注於幫助西雅圖地區的弱勢居民成為美國公民。

시애틀 시는 귀화 신청자가 최근 Trump 정권이 내세우는 시민권 취득에 대한 장애 요소를 극복할 수 있도록 교통 네트워크 차량 공유 업체인 Lyft와 Uber 및 이민자에게 서비스를 제공하는 지역의 비영리 단체와 파트너십을 체결했습니다. 이 새로운 파트너십 체결로 추산 인원 400여 명의 시애틀 커뮤니티 구성원에게 귀화 인터뷰 시 무료 교통편을 제공할 예정입니다.
올해 6월, U.S. Citizenship and Immigration Services(USCIS, 미국 이민국)에서는 시민권을 신청하는 시애틀 지역 이민자는 귀화 인터뷰 및 선서식을 행하기 위해 이동 거리가 몇 시간이나 되는 워싱턴주 야키마와 오리건주 포틀랜드에 있는 사무국까지 가야 한다고 발표했습니다. 과거에 신청자는 투퀼라에 소재한 USCIS Seattle Field Office(시애틀 현장 사무소)에서 이러한 절차를 진행할 수 있었습니다. USCIS는 저소득층 주민에게 귀화 서비스를 제공하는 비영리 단체의 강력한 반대에도 불구하고 본 정책을 시행했습니다. 현재 시애틀 지역 이민자들은 신청서가 처리되기까지 16~18.5개월을 기다려야 합니다.

올해 4월, 시장 Durkan은 미 전역 관할권의 시장 연합을 주도하며 이민자에 대한 근거 없는 공격을 막고 붕괴된 이민 제도를 개혁하도록 Trump 대통령에게 이를 촉구하는 서한을 공표했습니다. 또한, OIRA는 미국 시민이 되고자 노력하는 합법적 영주권자에게 새로운 장애 요소를 만들려는 Trump 정부의 지속적인 처사에 오랫동안 집중해 왔습니다. 시애틀 시는 National Partnership for New Americans(NPNA)가 주도하는 미 전역 “Tear Down the Second Wall(제2의 장벽 붕괴)” 캠페인의 일원입니다. “Second Wall(제2의 장벽)”은 시민권에 장애 요소가 되는 Trump 행정부와 USCIS 모두의 지속적인 반 이민자 조치 및 정책을 말합니다.
