In an eight-week program called “Immigrant Family Institute (IFI),” police officers and immigrant youth and their caregivers shared stories and learned about each other’s lives. The program’s mission is to keep immigrant young people out of the criminal justice system and to help police officers understand the diverse experiences of Seattle’s immigrant residents.
On Saturday, IFI participants gathered at City Hall for one final session and then to celebrate the successful completion of this program, now in its third year. The Seattle Office of Immigrant and Refugee Affairs (OIRA) manages the program that includes facilitators from the Seattle Police Department, Seattle University, and the Bush School.
Once a week, from March to May of this year, this team of facilitators met with front-line police officers and immigrant families originally from Brazil, China, El Salvador, Ethiopia, Mexico, Somalia, and Vietnam. They focused on creating dialogue to break down stereotypes each community had about each other. The workshops also helped the immigrant families deepened their knowledge of public safety issues, such as how to request interpretation assistance at schools when dealing with student discipline issues. The families also learned how to access public services and how to successfully navigate City, educational, and legal systems. Seattle police officers deepened their understanding of the unique challenges immigrant and refugee youth face every day.
During the graduation event and celebration at City Hall, the attendees and community members heard from Deputy Mayor Shefali Ranganathan, OIRA Director Cuc Vu, and Seattle Police Department Assistant Chief Adrian Diaz.
“While in the ‘other Washington,’ the president disparages immigrants and refugees, in this Washington, the City of Seattle works to create trust and relationships between immigrants and local law enforcement,” said OIRA director Cuc Vu, herself from a refugee family, who all made Washington State home in the 1970s. “The Trump administration’s anti-immigrant rhetoric and policies has negatively impacted immigrant communities across the U.S. and has significantly eroded trust between immigrants and police. Despite this, the mayor, council, and police leadership value our immigrant friends and neighbors and the transformative power of sharing stories.”
“The Seattle Police Department believes in inclusion and equity for all people,” said Seattle Police Assistant Chief Adrian Diaz. “We want our friends from immigrant and refugee communities to know we are here for them, and to build strong relationships through trust and open dialog. I’ve been directly involved with the Immigrant Family Institute since its inception and enjoy witnessing our officers’ wholehearted enthusiasm and participation. I look forward to many more years to come.”
Participants also shared their reasons for participating in IFI, as well as their newfound views about public safety.
IFI participant Dora Martinez and her two sons, aged 11 and 13, live in Seattle’s predominantly Latino neighborhood of South Park. Martinez participated in the program because she wanted to better understand the role of police in the US, and she is concerned about youth violence in her neighborhood. An April shooting in South Park wounded a teenager in April of this year.
“It was a great program that taught my kids how to interact with the juvenile justice system and what the role of police is in our community. I noticed a change in my kid’s confidence in expressing themselves and how to respect others.”
Kim Bui and her son Matthew, age 11, are Vietnamese immigrants. They joined because they had heard about the program from a previous participant. Because of negative experiences with police in Vietnam, they used to be afraid of Seattle law enforcement officers. But through her conversations with the SPD participants, she and her son have learned that they can go to the police for help anytime. “My son and I used to be afraid of police officers. Now, we have learned that we do not have to be afraid of police, and they are here to help us. We know we can communicate and interact with police.”
Immigrant participants also have the option to continue their participation in IFI by attending the Strengthening Families Program (SFP). This seven-week-long, evidence-based program includes translated materials and interpretation. The curriculum focuses on helping participants improve their parenting skills by helping them develop useful practices for raising their children in the US context. OIRA made the decision to add the SFP program in 2017, after the parent and caregiver participants shared their stories about the unique challenges of raising their kids in the US compared to their home country.
OIRA and the facilitators are already planning for next year’s cohort. Funding for the Immigrant Family Institute comes from the City of Seattle general fund and the Seattle Police Foundation.

Kim Bui y su hijo Matthew, de 11 años, son inmigrantes vietnamitas. Decidieron participar porque un exparticipante les había hablado del programa. Debido a que tuvieron experiencias negativas con la policía en Vietnam, solían temerles a los oficiales de la policía de Seattle. Pero al conversar con integrantes del SPD, ella y su hijo entendieron que pueden acudir a la policía en busca de ayuda en cualquier momento. “Mi hijo y yo solíamos tenerles miedo a los oficiales de policía. “‘시애틀 이외의 워싱턴’에서는 대통령이 이민자와 난민을 폄하하는 동안 이 워싱턴, 곧 시애틀 시에서는 이민자와 지방 사법 기관들의 신뢰와 관계를 창출하기 위해 노력하고 있습니다.”라고 본인 역시 1970년대 워싱턴주에 보금자리를 마련한 베트남 난민 가정 출신인 OIRA 국장 Cuc Vu는 이야기합니다. “Trump 행정부의 반이민자 발언 및 정책은 미국 전역의 이민자 커뮤니티에 부정적인 영향을 미쳐 왔으며 이민자와 경찰의 신뢰를 크게 떨어트렸습니다. 그럼에도 불구하고 시장, 의회, 경찰 지도자들은 이민자 친구, 이웃과 변화를 주도하는 이야기의 힘을 중요하게 생각합니다.”
“Seattle Police Department(시애틀 경찰국)는 모든 시민을 위한 포용과 평등을 믿습니다.”라고 시애틀 경찰국 경위 Adrian Diaz는 이야기합니다. “저희 경찰이 이민자와 난민 공동체 주민 여러분들을 위해 이곳에 있다는 사실을 알아주셨으면 하고 신뢰와 허심탄회한 대화를 통해 긴밀한 관계를 구축하고 싶습니다. 저는 Immigrant Family Institute(IFI, 이민자 가족 협회)와 창립 초기부터 직접적으로 관여해 왔으며 우리 경찰관들의 진심을 다한 열정과 참여를 제 눈으로 봐 왔습니다. 앞으로도 계속해서 긴밀한 관계가 유지되기를 기대합니다.”
참가자들은 또한 IFI에 참가한 각자의 이유와 공공 안전에 대한 새로운 견해를 나누었습니다.
IFI 참가자 Dora Martinez와 그녀의 11살과 13살 된 두 아들은 시애틀에서 대부분 라틴계 출신 주민들이 모여 사는 South Park에 거주하고 있습니다. Martinez는 미국에서 경찰의 역할을 더 잘 이해하고 싶어서 본 프로그램에 참여했으며, 동네에서 발생하는 청소년 폭력에 대해 우려하고 있습니다. 올해 4월 South Park에서의 총격 사건으로 한 십대 청소년이 부상을 입었습니다.
“우리 아이들에게 청소년 사법 제도를 통해 소통하는 방법과 우리 지역 사회에서 경찰의 역할을 알려 주는 훌륭한 프로그램이었습니다. 자신을 표현하고 타인을 존중하는 방식에 있어 아이들의 믿음이 바뀐 걸 알게 되었죠.”
Kim Bui와 그녀의 11살 된 아들 Matthew는 베트남 이민자입니다. 이들은 과거 한 참가자로부터 본 프로그램에 대해 이야기를 듣고 참여하게 되었습니다. 베트남에서 경찰과의 좋지 않은 경험으로 인해 이들은 시애틀의 사법 집행관에 대해 두려움이 있었습니다. 하지만 SPD 참가자들과의 대화를 통해 그녀와 그녀의 아들은 언제든지 도움을 청하기 위해 경찰서에 갈 수 있다는 사실을 알게 되었습니다. “제 아들과 저는 경찰을 두려워했었습니다. 이제 경찰을 겁내 할 필요가 없고 저희를 돕기 위해 그분들이 계신다는 사실을 알게 되었죠. 경찰과 대화하고 소통할 수 있다는 것을 알게 되었습니다.”
또한 이민자 참가자는 Strengthening Families Program(SFP, 강화 가족 프로그램) 참석을 통해 IFI에 지속적으로 참여할 수 있습니다. 이 7주간의 증거 기반 프로그램에서는 번역 자료와 통역이 제공됩니다. 커리큘럼은 참가자들이 미국 문화권에서 자녀 양육에 유용한 실천사항을 개발하도록 지원함으로써 양육 기술 개선에 중점을 둡니다. OIRA는 부모와 돌보미 참가자가 자국에 비해 미국에서 자녀를 양육하면서 느끼는 나름의 고충을 수렴하여 2017년에 SFP 프로그램을 추가하기로 결정했습니다.
OIRA와 진행자들은 이미 내년도를 대비하고 있습니다. Immigrant Family Institute(IFI, 이민자 가족 협회) 자금은 시애틀 시 일반 기금 및 Seattle Police Foundation(시애틀 경찰 재단)에서 출현되었습니다.
